Police in Washougal, Washington arrested 66-year-old Robert Warren Carlson of Portland, Oregon, after the BMW he was driving was spotted by Washougal Police passing vehicles on SR-14 at a high rate of speed.
Several officers arrived in the area and located the victim who told police she was walking when she was struck on the head by the suspect then sexually assaulted.
